Understanding the Irish Security and Justice Sector
The Irish Security and Justice sector is an ecosystem connecting critical Departments and Agencies for national security, public safety, and justice administration. This foundational stage involves securing national borders and managing entry into the state. It focuses on border security, customs enforcement, and immigration control to ensure the integrity of the state's borders and regulate the movement of people and goods.

This initial stage focuses on proactive and reactive measures to maintain public safety. It involves crime prevention strategies and the initial detection of offenses. Key stakeholders collaborate to deter criminal activity and respond to incidents, forming the foundation of the justice process.

Following the detection of a potential crime, a formal investigation is launched. This phase is dedicated to gathering evidence, identifying suspects, and building a comprehensive case file. It is a critical, fact-finding stage that determines the subsequent steps in the justice system.

Victim Support Services
Once an investigation is complete, the case file is submitted for a crucial decision. The Director of Public Prosecutions (DPP) independently assesses the evidence to determine if there is a sufficient basis to initiate a prosecution. This stage acts as a vital check and balance within the system.

If a prosecution is directed, the case moves to the courts. This stage involves the formal legal process through Court Proceedings where evidence is presented, and legal arguments are made before a judge and, if applicable, a jury. The objective is to determine the guilt or innocence of the accused based on the law and presented facts.

The Prison Service and Youth Detention provide secure custody and age-appropriate rehabilitation, addressing offending behaviour and preparing adults and young people for return to society. Probation Service delivers community sanctions and post-release supervision to reduce reoffending and support reintegration.

Note 1: In May 2025, DCEDIY's responsibility for the integration of migrants and accommodation for international protection applicants transferred to the Department of Justice, Home Affairs and Migration. The Department is now known as the Department of Children, Disability and Equality.
Note 2: Fiosrú (The Office of the Police Ombudsman) plays a critical role in the investigative and oversight stage of the security and justice system in Ireland. As an independent entity, it deals with complaints from the public about members of An Garda Síochána and replaced the Garda Síochána Ombudsman Commission (GSOC) in 2025 to provide enhanced powers and stronger oversight.

Department of Justice, Home Affairs & Migration
The Department of Justice, Home Affairs and Migration is responsible for state security, public safety, policing, and the administration of justice. Its remit includes criminal law reform, managing prisons and courts, and overseeing immigration, international protection, and repatriation processes. It also has a broad range of independent authorities and agencies under its remit with a focus on providing services and oversight across the Justice system.
An Garda Síochána is the national police service of Ireland, responsible for crime prevention, detection, state security, and traffic law enforcement. As an unarmed force, it operates with community consent to maintain public safety, manage national security threats, investigate serious crime, and provide policing services nationwide. It also holds the remit of repatriation of immigration applicants who are not permitted to reside in the state.
The Courts Service of Ireland is an independent state agency responsible for managing the courts, providing support services to the judiciary, and maintaining court facilities. Its remit covers the administrative, non-judicial functions of the court system, including handling probate, family law, small claims, and jury services, rather than adjudicating legal cases.

Irish Prison Service
The Irish Prisons Service (IPS) manages 13 prisons, providing safe and secure custody for offenders while promoting rehabilitation and reintegration to reduce reoffending. It oversees over 3,500 staff, implementing prison rules, providing healthcare and education, managing offender safety, and liaising with the Probation Service for resettlement.

Oberstown Children Detention Campus
Oberstown Children Detention Campus is Ireland's national facility for the detention, rehabilitation, care, and education of young people under 18 years of age who have been remanded or sentenced to custody by the courts. It has capacity for up to 46 young people who are provided with education, training and access to facilities to promote their reintegration into society as a person who observes the law and is capable of making a positive and productive contribution to communities.

The Department of Children, Equality, Disability, Integration and Youth (DCEDIY) focuses on enhancing the lives of children, young people, and families. Its remit spans child protection, youth justice, adoption, Roma/Traveller inclusion, and migrant integration. Their role of meeting the needs for migrant accommodation and integration recently transferred under the Department of Justice, Home Affairs and Migration.
